What MOTAC Licensing Means for You

MOTAC — the Ministry of Tourism, Arts and Culture Malaysia — licenses and regulates tourism transport operators in the country. Any company offering car rental with driver services to tourists must hold a valid MOTAC license. This is a legal requirement, not a voluntary certification.

MOTAC License Requirements

Government-Vetted Company

To obtain a MOTAC license, the company must be a registered Malaysian business with proper documentation, tax compliance, and a physical business address. Fly-by-night operators cannot pass this vetting.

Comprehensive Vehicle Insurance

All vehicles used for licensed tourism transport must carry comprehensive insurance that covers passengers. If something happens during your trip, you are protected. Unlicensed operators may have no insurance or only third-party coverage.

Vehicle Safety Standards

Vehicles must be maintained to MOTAC's safety standards — roadworthy condition, regular servicing, proper tyres, functioning safety equipment. Licensed operators cannot cut corners on maintenance.

Driver Background Checks

Drivers employed by licensed operators undergo background screening. They must hold valid driving licenses for the vehicle class they operate and meet age and experience requirements set by MOTAC.

Accountability Channel

If you have a complaint or dispute with a licensed operator, you have a formal channel to escalate — MOTAC itself. The ministry can investigate, mediate, and take action against operators who violate their license conditions.

Look for the Sticker

Licensed tourism vehicles should display a MOTAC identification sticker. Check the vehicle when you board — it is one more confirmation that you are travelling with a legitimate operator.
